
The Non-Fossil Fuel Agency dealt over 100,000 Renewable Obligation Certificates on behalf of renewable generators to licensed Suppliers. 1ROC equates to 1MWh and the average price of the ROC for Q2 08 was £51.34. The current obligation of UK Supply companies is to supply 9.1% of their energy from renewable sources – this level is up from 7.9% last financial year. In 2007/08 the obligation was 25.6GWh of renewable energy although suppliers only managed to source 16.5million ROCs which equates to a 9GW renewable energy shortfall. For those Suppliers that do not secure ROCs they must pay into the Buy-Out fund which this year is set at £35.76MWh. This fund is then distributed proportionally to those that hold ROCs – which in turn should incentivise suppliers to secure ROCs. However the size of the Buy-Out fund has been increasing suggesting that Renewable Development is lagging behind targets. It seems that developers are being delayed by planning, grid access and securing finance, but also because they wait clarification from Government where its renewables strategy has suggested that different forms of renewable energy should earn different levels of ROCs.
