CCL is likely to increase and the fact it hasn't for five years is not a reason to budget for a potential rise.
The Climate Change Levy increased in April 07 from 0.43p/KWh to 0.441 p/KWh. It was the first increase since the introduction of the levy in 2001 and for some reason players believe that the next increase is likely to 2012. This could be wishful thinking as the old chancellor moved in No 10 it was his wish that CCL was used more prodigiously, the only reason for not increasing the levels was because fuel costs had already risen. So perhaps as energy costs are lower the chancellor will strike with an inflation increase in 2008.
Most interestingly CCL is a political football with the Conservatives pledged to get rid of it and make the whole scheme comply with other schemes. So Brown in 2008 will try stamp his authority on this as he is in power.
Defra believe that only a few types of companies merge across schemes and so they believe that industries become experts in their field. This could be a bad flaw as players look to streamline the costs of all climate change.

Energy Secretary gives the first annual energy statement to the Commons

Chris Huhne, the coalition government Energy Secretary yesterday gave the first annual energy statement to the Commons. He set out plans to secure energy supplies and cut carbon emissions. In all 32 measures were outlined all with the aim of helping the UK achieve the legally binding target to cut emission by 80% by 2050.
